Chris joined the Real Estate team in Guernsey in April 2022. He advises on all town planning-related matters for both private and commercial clients, including initial options and feasibility analysis, exemption queries, pre-application enquiries, development frameworks, planning and lawful use certificate applications, discharge and variation of planning conditions, high hedge complaints, enforcement matters, appeals, and in relation to periodic reviews of development plan policies and any associated inquiry hearings.
Chris also provides advice to, and makes representations on behalf of, clients who may be concerned about potential impacts arising from a proposed development.
Chris was elected as a Chartered Member of the Royal Town Planning Institute in 2017, prior and subsequent to which he was employed as a senior Planning Officer in both England and Guernsey.
He has extensive development control experience spanning more than 17 years. During this time he has dealt with high profile and contentious planning applications and appeals including large scale residential, office/ commercial and renewable energy developments amongst others.
He has a particular interest in complex, design-led schemes involving protected buildings and conservation areas.
Following a somewhat unusual route into town planning, Chris completed a first degree in the History of Art and Architecture at the University of Reading.
He drove tractors on a potato farm in the Lincolnshire Fens before joining South Holland District Council's Planning Department in 2004. In 2009 he was awarded a Masters degree (with Merit) in Town and Country Planning from the University of the West of England.
Prior to joining Collas Crill Chris worked at the States of Guernsey Planning Service.
